I used web version of DECtalk
With following prameters:

Then I processed it in Audacity:
1. Loudness normalization

Duplicate track 1
Timeshift +9 ms
Amplify -1.5 dB
3.
Duplicate track 1
Timeshift +24 ms
Amplify -1.5 dB
4. Mix and render tracks 1-3 (I did it to new track and muted others)
Hi-Pass filter 250 Hz, 6 dB
Limiter gain 9 dB, limit -0.5 dB, hold 3.0 ms
5. Export as 22050 Hz, Unsigned 8-bit PCM Wav
