As pointed out in the change-log for NewDark 2.41, FMSel now supports localization.

 - added localization support to FMSel (so FMSel UI can be translated)
Snobel, over at ttlg.com, opened a thread on that and now translations are in progress.

I finished the german translation yesterday.
You can find it here: http://www.gnartsch.de/Thief-FM/patches/fmsel-german.zip

Simply unzip the fmsel.po file into the SS2 main directory (where the fmsel.dll is located)

Note: it requires the FMSel from NewDark 2.41 and will not work with 2.40

Hmmm... if someone could move this thread to SS2 General, or whereever it would fit better, then this would be appreciated.
