Have you tried using hacking oriented tonics? Silver's mod made hacking not an option you could relay on unless you invested heavily on hacking tonics. Also, if memory serves, the amount of engineering/hacking slots you had also represented your "hacking level", which in turn determined, further down the line, whether you could even atempt to hack certain devices. Not meeting the level requirement would cause a sign to come up, explaining you didn't meet the minimum level requirement for hacking said object.
Changing the loottables changes the prices of the stores you havent encountered yet, so you dont have to restart but you must get to a new Deck.And if you go back to a old one it still have the old prices.
What do I have to change to get everything up and running for Silver's mod with the remaster? I saw someone on the BioShock Remaster Steam forums saying it needs a little adapting.

What do I edit to make the splicers less squishy? If I edit something, do I need to start a new game?
Also I had problems with difficulty changing when restarting the game, I had to change "DifficultySetting=DIFFICULTY_High" to Extreme in Difficulty.ini
umm... what do you mean with "problems with difficulty changing when restarting the game"? Maybe you mean that we must change difficulty in the Difficulty.ini, not in the ingame options?
If I edit the .ini, do I need to start a new game?
