I think it could be cool to have some SS Text to Speech programs for some projects.

Just tried that WillowTalk link with an old 32 bit VM and it seemed to work fine.  Suspect you may have been victim to a misleading download link somewhere.

However, as was pointed out in the thread it couldn't have been used directly for System Shock as it was too recent.  I would also agree that it looks like a re-skinned dectalk which would be more likely (with suitable post-processing) and is also linked in that thread.
