I purchased SS2 awhile back from a local bookstore for about 5 dollars US and i just recently tried to play it and i cannot run the setup. it just starts to load and then nothing. when the screen comes up when i insert the disc and i click install nothing. I have tried torrents and still nothing. even preinstalled ones don't work with nocd.exes  they say it is not compatible or just crashes b4 it starts.

try to run the setup file with this parameter
"setup -lgntforce"

sometimes even that doesn't help but if you wait a minute or two it will eventually load.

easiest way is to find the file via Start menu - Run... and then add -lgntforce after setup

ok so start run then browse select the setup and then add the ending part?

ok when i select it and then add -lgntforce it says

e:\blahblah\setup.exe-lgntforce is not found

Edit:nvm i did it off disc and it did not say anything and nothing has popped up yet

there has to be SPACE between setup.exe and -lgntforce

edit: and waiting usually works

Just copy the folder "SHOCK" from the CD to your HD. It used to be necessary to do an installation so you could patch the game (the original patcher relied on a registry entry written during installation). But that's a thing of the past.
For one thing your game might be patched already*. For another the SS2 Tool will patch your game regardless whether those registry entries exist. You just have to point it to the install directory.

* "But how do I find out if my game is patched already?!"
Breath. Now start the game. If there's a "Multiplayer" button on the main menu, the game is patched already. If not, patch it with the SS2 Tool.
