I had the same problem recently. I was registered here a long time ago, then I lost access to my mailbox and account. I tried to register again, but the verification emails did not reach me. I used mail servers mail.ru and yandex.ru . I checked the folders with spam and unwanted emails, nothing.
And only when I used to register mail.google.com I managed to register successfully.
