So this has been on my mind ever since I first shot down a shotgun hybrid and saw there gun was jammed I always wondered why? Is it a bug? Is it something to make the game harder? Or do the hybrids simply jam it them selves before they die... That wouldn't be the case otherwise we'd see it. So why and is there a mod to fix it?

They're jammed so that you don't have an infinite supply of free, working shotguns.

SecMod addresses the issue by making the shotguns not always jammed, but always in extremely poor condition.  It also makes the shotguns sometimes jam when the hybrid is trying to fire them, in which case they will switch to using the broken shotgun as a club instead of shooting it.

I always unload that single shell before throwing the gun away x)

SecMod fixes that annoying thing, too, by having the hybrid carry the shell separately.
Can't remember if I did that in ADaOB or not...  I should.

Yeah, I remember people thanking for that particular change.

Its odd that they are jammed but hybrids can still fire. They should have made it that all shotguns are in poor condition.

How about ditching those broken shotguns completely? This way problem solves itself:
    * no need for infinite number of shotguns laying around, wasting resources
    * no need for weaponless hybrid model when the gun is taken
    * no need for keeping that solitary slug; it could simply be "added" to random loot (those 0 - 12 shells)
    * no need to explain why shotgun may be taken but far more primitive pipe may not
    * no need to explain why those shotguns are always found in poor condition or how is shooting from a jammed gun possible
    * no need to explain how the same weapon does significantly less damage than when used by player

I know SecMod addresses this issue in it's own way, but I am thinking about non-"total conversion" solution.

this is actually quite a good idea-although I like the secmod solution as well.
