Uh, gaps? Look the UI is an overlay. Its size has no business with your screen resolution, except it has to fit into it.
he probably means the interlocking of the UI elements that can be observed in the 640*480 resolution, which disappears when a larger resolution is used, as the elements move away from each other.

I think they move away because 640x480 is a 4:3 resolution, while nowadays widescreen (16:9 and 16:10) is more common. If high 4:3 resolution were to be used (like 1440x1080 or 1400x1050) then UI should be exactly the same as in 640x480 (assuming scaling was enabled), without "gaps".
