Why does not the ExpertTech implant work ? I have got all tech skills more than 3 levels but it wont work.
I turn off all mods, turn on some of them, but nothig. I have got a patched version 2.3

So, to help you, it will boost your skill, but it won't help you meet the minimum skill requirement for modifying, hacking, or repairing any weapons, so lets say your shotgun is broken and you don't have enough skill to repair it, but you have an ExperTech. You now APPEAR to have enough skills to repair, but it only improves the chances of fixing something, it doesn't upgrade anything.

Hm sorry but got question well i got rsearch up to level 3 + lab assistant so i got 4 and researched crystal shard and well i dont remember quite well descryption but i think tech expert should give +1 not +10%...i think it should work the same as lab assistant...

No, it's a separate 10% bonus to the appropriate success chances. The skills are not affected.
