I won't spoil the movie here. The movie was not a sci fi movie. But the time was a 50' era combined with a modern one. It was a very good dark comedy. The main role of the villain is the main evil guy is like in Bioshock. Just go grab a beer or something and watch the movie. Beause of the topic, i think you should have at least 16 years.
The neighbor woman voice, in the movie, is exactly like female splicers voices.

Thanks for the hint, I didn't know that one. I don't know of a perfect match for a "movie precursor" to Bioshock, but I think that most of its elements would come out by mixing Shivers and Kiss Me Deadly.
