Yes, of course, but the word "enabled" makes it sound as if you have working subtitles in the game when choosing that option which is not true. It would be better to say that "Subtitle support is enabled" and that you can download beta subtitles as mods from the respective threads/posts. Or maybe it's just me.

Okay, the description is a little bit confusing - how can you enable something that's not actually there?
"Enable" = "To make able". That is, it makes SS2 able to display subtitles. Without the config file additions SS2Tool makes, subtitle mods will have no effect.

Perhaps some day SS2Tool will come with a set of subtitles files included and let you pick a language on installation, but for now this is the best it can do.

If I ask 1000 people what an option called "Enable subtitles" will do in a game, not a single one will answer "It will enable subtitles, but I'll have to download them first so they show up". That's why it's confusing, and that's why it should be reworded.

Seriously though, the meaning hinges on whether you expect subtitles to already be in the game or not. If they were, then enabling them would be enough.
Of course we know SS2 did not come with subtitles, so it's obvious that you need to enable and add subtitles.
Since we cannot assume newbies to know that, I'll make it more clear. It now reads: "Allow subtitles: Allow all subtitles except nonverbal sounds. Requires subtitles mod."

And regarding the whole SS2Tool thing, the most correct and easily-understood phrasing would be "Enable subtitle support".

However, since SS2Tool doesn't actually include subtitles, there's no reason NOT to just enable them without asking the user (but checking the CFG file first to make sure they're not already enabled). If the user doesn't have a subtitle mod installed nothing will change, and if they do install a subtitle mod it will work as they expect.

The readme doesn't actually say how to install it, as this is still technically an alpha snapshot. The folder structure wouldn't work for the mod loader either, since it doesn't include the strings folder level.

The mod manager is fine, that's not the issue. The subtitles have to be enabled manually in the .cfg which the manager doesn't touch as that is the SS2Tool's job.

No, the mod manager is not fine. Subtitle files have to be placed in the "subtitles" folder. The archives I've posted do not include that folder in their path.
