SS2 No Gun Repair Patch?

I was recently told by someone that Irrational themselves once released a patch for System Shock 2 that made it so you would never have to repair weapons once you found them because they recognized what an annoying aspect of the game that is.

I can't seem to find that patch anywhere though.  Does it exist?

There is only one patch. Here is the readme for it.

It says in the readme to create a file called "user.cfg"  Where do I put that file?  In the install folder or the patch folder?  Also, do I just enter in the desired lines and nothing more?

user.cfg goes into the main folder. You can also add the lines to cam.cfg instead. Make sure there's an empty line at the end.
