Is it possible to make a mod that allows you to downgrade or at least undo upgrades at later times? This would allow the player to try different approaches without significantly unbalance the gameplay. Ideally you could downgrade for less cyber modules than upgrade cost, just like you would buy for more and sell for less.

my guess is that upgrading is hardcoded, so that would be a no.

Stats and skills are just properties on the player object, so it should be possible to change them arbitrarily. I don't know how the upgrade station scripts track which upgrades you've purchased, but however they remember or determine it should be accessible to scripts as well. Refunding CMs correctly would be less automatic-- you'd have to look up all the formulas and modifiers for how CM costs are determined.

Perhaps most challenging would be coming up with a way to indicate to the game that you want to respec. All the UIs in the game are pretty much hard-coded. There is an overlay API in the script services, perhaps something could be done with that.

I appreciate that you thought about how would this be approached but from what you presented it's a ton of effort and downgrading isn't worth it.
What you said + voodoo47 giving it a no go =  if it's doable then it can be done by advanced/expert means.
