pretty sure he is running 1440p, the hud isn't that tiny at 1080p (or below). but yeah, I think it's time to include hud scaling in the tool options (probably off by default, but available).

and yeah, CyberBlutch tried to fix the problem of the player camera being placed too low by making the Rebirth models shorter - while this has alleviated the permanent tactical crouch issue a bit, it also made the models look way too short in certain situations.
