guess I'll just say it again - while skills are not exactly balanced, if you are unable to figure out which are essential and which aren't by the time you reach the Reveal, then perhaps SS2 is not your cup of tea.

also, the game can be completed with just the wrench+no skills, so I find the rumors about people screwing themselves up completely with bad builds hard to believe.

Second that. I love the skill system. I thought it was quite good. Though I tend to go navy hacker with some good weapon skills on just about every play through.
